	Rush is passing '-s 9 -e 9' to aerender, so the fact AE is writing out

	Make sure your AEP file's 'project settings' (File -> Project Settings)

		Start numbering frames at: 0

	IIRC, if it's set to anything other than '0', AE applies that as an offset
	to the frame number embedded in the rendered frame's filenames.

	Sounds like yours is set to '1', making all the frame's rendered filenames
	offset by +1.
