You can give a slight edge to machines by putting them 'higher'
in the rush/etc/hosts file.
When all things are equal (such as priority), rush walks the
hosts list from top to bottom, so machines at the top are contacted
first, and thus more likely to be assigned, since rush responds
to the machines that are first to respond.
